APPLICANT REQUESTS THAT:

His records be updated to reflect he is board certified in 
pediatrics with the associated back pay. (Will be administratively 
corrected)

He receives Special Selection Board (SSB) consideration for 
promotion to the grade of colonel (O-6) by the CY12A (17 Sep 12) 
Colonel Central Selection Board (CSB).  


APPLICANT CONTENDS THAT:

He would have been selected for promotion to the grade of colonel 
in 2012 if the promotion board had known he was board certified as 
a pediatrician.  He was unable to properly review and ensure his 
promotion board brief was accurate due to his son’s cancer 
treatments and travel for medical care.

STATEMENT OF FACTS:

The applicant is on active duty in the Regular Air Force serving 
in the grade of colonel (O-6) with Date of Rank (DOR) and 
effective date of 1 Jun 14.     

In a memorandum dated 19 Dec 14 (Exhibit D), AFPC/DPANF1 advised 
the applicant that actions were initiated to request the Defense 
Finance and Accounting Service (DFAS) to pay any board 
certification pay gap from 1999 to 2007.  


AIR FORCE EVALUATION:

AFPC/DPANP recommends denial of the applicant’s request for a SSB.  
The applicant was responsible for updating his record and failed 
to do so.  He had ample opportunity to update his record.

Members are solely responsible for updating their records to 
reflect board certification.  To accomplish this, the member 
submits board certification documents directly to AFPC/DPANF for 
Board Certification Pay (BCP), and also submits AF Form 2096, 
Classification/On-the-Job Training Action, to their Commander 
Support Staff (CSS) or the Military Personnel Section (MPS) to 
update their Air Force Specialty Code (AFSC) with the “M” prefix 
to reflect board certification.  If the member fails to take these 
actions, neither will occur.  The Air Force does not task this 
responsibility to any other office or position.  The BCP is 
updated independent of credentialing of the CCQAS.  The applicant 
updated his BCP in 1996, demonstrating an understanding of this 
process at that point in time.

For Medical Corps promotion boards, board certification is 
reflected “Yes” or “No” on the Duty History Qualification Brief 
(DHQB).  The DHQB draws from board certification pay.  Officers 
who have submitted their board certification documents to DPANF 
should be drawing BCP.  If the officer is drawing BCP, the DHQB 
reflects “Yes” under board certification.  The applicant’s BCP 
expired on 31 Dec 06.  In 2007 and the years that followed, he 
failed to recognize he was not drawing BCP, and did not make 
inquiries to address the matter.  Between Dec 06 and Sep 12, he 
had over 5 years to identify and correct his BCP.  Since the 
applicant was not drawing BCP in Sep 12, his DHQB would have 
reflected “No” under board certification.  His BCP was restarted 
on 10 Sep 13.

AFPC/DPSOO recommends denial of the applicant’s request for SSB 
based on the recommendation of DPANP.

Officers are instructed to carefully examine the brief for 
completeness and accuracy.  If any errors are found, the member 
must take corrective action prior to the selection board, not 
after it.  Although the applicant was board certified, he did not 
submit his request for BCP certification until Sep 13.  As a 
result, his M0612A CSB Officer Selection Brief (OSB) reflected 
“No” for board certification.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

Copies of the Air Force evaluations were forwarded to the 
applicant on 6 Jan 15 for review and comment within 30 days 
(Exhibit E).  As of this date, no response has been received by 
this office.



THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing 
law or regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been presented to 
demonstrate the existence of an error or injustice to warrant SSB 
consideration.  We took notice of the applicant’s complete 
submission in judging the merits of the case; however, we agree 
with the opinion and recommendation of the Air Force offices of 
primary responsibility and adopt its rationale as the basis for 
our conclusion the applicant has not been the victim of an error 
of injustice.  Therefore, aside from the administrative correction 
noted above, we find no basis to recommend granting the additional 
relief sought in this application.


THE BOARD DETERMINES THAT:

The applicant be notified the evidence presented did not 
demonstrate the existence of material error or injustice; the 
application was denied without a personal appearance; and the 
application will only be reconsidered upon the submission of newly 
discovered relevant evidence not considered with this application.
